DDOT Director Dan Tangherlini asked that I respond on his behalf.
The Ward 4 Transportation Planner, Ms. Samira Cook, provided a full presentation of the Carsharing pilot program at the Ward 4 Transportation Policy Committee meeting in November, 2004. Representatives from all of the ANCs in Ward 4, including your predecessor, were present. When specific carsharing parking space locations were finalized, notification letters were sent to the affected ANCs. However, when the Upshur Street spaces were identified, these spaces were mistakenly identified as being located in ANC 4B. Therefore, ANC 4C did not receive a notification letter prior to the installation of the orange poles.
DDOT regrets this mistake and thanks you, Commissioner Martin, for bringing this to our attention. We are willing to meet with ANC 4C and business representatives to discuss this situation and to relocate the carsharing spaces if there are nearby locations that would be more appropriate.
Regarding changes at North Capitol Street and Harewood Road, our Ward 4 Transportation Planner was unaware of this work until after it had been completed.
Let me conclude by apologizing for our failure to coordinate with ANC 4C regarding the Upshur Street carsharing spaces and the work at North Capitol Street and Harewood Road. Director Tangherlini has requested that all DDOT staff be reinstructed about the importance and essential nature of this coordination.
